Which means that half of the galaxy will be obscured - and which half is changing by the minute, as the planet rotates,It would be complicated for a route planner as your jump range will in all likelihood be changing at each engineers.

It's probably perfect for the OP's needs although the thing with truly competitive race routing (where every jump saved is potentially a good 45 seconds off your time) is that you also need to take fuel weight into account since your ship's jump range actually increases as you consume fuel (we'll sometimes even deliberately dump fuel before the start).
