Route plotting issue 'Witch Head Nebula'

Is anyone having issues plotting out to the Witch head Nebula? Last time I was out there was around 2 years ago on a shake down cruise in a T7, no issues plotting a manual course through Witch head, Spirograph and into Barnard's loop.

Am currently on a deep space mining mission in a T9, jump range is 22LY, just outside the Pleiades, trying to plot to the asteroid base 'Witch Head Science centre' Nav computer is not having it.. Did some test plots to the California Nebula and some random 20,000K routes, no problems at all.

As far as I am aware nothing is permit locked around Witch Head, the star density is fine, permit locks are further out towards Barnard's loop. Am pretty much stumped :S

There's a whole region that's permit locked out that way, isn't there? For some reason, the route plotter can get confused on occasion if it has to (try to) plot through it. If you go to a nearby system, it may work from there. I think it depends upon how much of a detour you'd need to take around the region as to whether the plotter will work it out.
 
Last night I headed out there in a 22 Light year Sidewinder, to the Xeno-Research Roid base

Has issues ie No route, until I got within 300 light years, then the route planner worked

Once there it could the plot on to the no permit locked parts of the Orion Nebula okay

I think the permit locks might be confusing it and it gives up

Just a few minutes ago I was right in the middle of Barnard's Loop (Trapezium Sector YT-A c5). Had no trouble getting there in my 49 Ly AspX. But Horshead Nebula is still permit locked.
