RTX 3090 - Temperatures

This doesn't sound normal. My 3090 rarely gets above 75 even when benchmarking.

My 5800X on the other hand... Watercooled and I had to limit the max power draw to keep temperatures below 90. :D Interestingly, once I'd got the settings to keep the temperature to around 70, the performance improved (even though it was then theoretically power limited).

That is nothing unusual, materials they using will start resisting when temp. will reach +80c. That is why your GPUs fan should go full speed at 80c. Ti cards are using better materials and that is why better performance + better performance in higher temperatures.
 
I'm just going throw this out there and I'm sure It probably has nothing to do with your thermals, but I didn't read anything in your trouble shooting steps about installing and up to date driver. Disable g-sync and see if the black screens persist.
