Ive noticed that. You have a choice to go slow so the pass you or go fast so you pass the intersection point before they hit you. Its like the cops are taking on real world characteristics

Maybe you should take into account that not only cops are scanning your cargo.
Pirates are using this method too, to find worthy bounty. NPCs AND Player pirates use it.

You may try to avoid it by boosting out of the no-fire zonn and jump to at least SC quickly.

They scan you for Datamined Wake Exceptions, of course they are rude, you get only 1 at best- in 50+ scans!
