I don't know what you call rendered or not. But the models outside the view are downgraded a very, very lot, shops disappear etc.
If you have a not so good maschine, as mine is, you will experience this when you have build a lot like in my park.
Most of the rest suggested many times before, but nice you made an effort to do it in a video and support the ideas.
