You can get into the facility but it looks like someone left the door open during a blizzard:

When you get to the PWR section, you can't actually cut into the lock as the game thinks it's submerged under snow:

Had a similar experience this morning at a tourist settlement in the FT Piscium system...dropped in to what was supposed to be a medium CZ, but the whole place was also half-buried. This included nearly all the control points, suit recharge posts, ammo boxes, medical cases and a lot of the NPCs (who could shoot me but I couldn't shoot back). That was a five-hundred metre jog and an Apex back to the station!
