"Safe" systems

I would like to start a list of systems that are considered safe from pirates.
Most permit systems are safe
As far as I can tale the following are pirate free
Vega
Sol
Help me expand this list.

Are we talking totally free from pirates or much less of them? From an NPC pirate point of view, that can be fixed, but humans can go where they please.

You mean from AI pirates? High-security systems. To check whether a system has high security, open the system map, hold both mouse buttons and drag until the cursor is away from any object. Look at the left-hand panel.
