Engineers salvage hauling ship material

I am missing material from hauling ships.
Whats the best way to get those If I dont want to get large bounty on my head ?

I got great idea and went to RES wait for pirates to destroy hauler type of ship (it was T9), but wait... if NPC destroy another NPC, engeneering materials wont drop, now I dont know if this is bug or stupid implementation.

Go to an anarchy system, no bounty will get an your head. Expect some resistance though.

Yeah easy this. Head to anarchy like man says. Avoid traders in wings to make it easier.

Declare embargo on anarchy. Punish traders who ignore embargo to show you mean business. There: Now you have RP excuse for doing it.
