How do!

is there something in-game akin to a salvage licence?

I was in a RES doing my civic duty and killing naughty pirates when one of them dropped some very nice cargo, so I scooped it up.
(I say 'scooped it up' but it was at the speed of an asthmatic ant running uphill on a windy day.)

Alas!! on my way back to the nearest station with my booty, the local fuzz felt my collar and proceeded to slap me with a fine. bad show chaps!

My question: is dropped cargo 'dead in the water' or can I buy some kind of salvage licence so that I may grab it?

There is not a license. It is considered stolen cargo (I believe). Best place to offload it is a black market. When you jump into a station zone, fly around at 2-3k out. Align yourself to the mail slot. Then the fun begins. Head in and turn on silent running to make it harder to be scanned. Once you enter the mail slot, you are ok.

There are other ways. Go to an anarchy system to sell. Outposts have less security as well. In some ships, I can come around the side and enter the mail slot before the cops finish a scan (on PC).
