Salvaging From Destroyed Ships Etc.?

I do a lot of bounty hunting, and of course, wanted ships often jettison their cargo and destroyed ships leave all sorts of resources behind. But what can you 'legally' salvage from Resource Extraction Sites and the galaxy in general? And those resources you see randomly floating around, are they legal to scoop up? Also, if I scoop up materials needed by engineers will pirates attack to you for them in a Res Site? What are pirates and police actually scanning for to make you a target?
 
materials are always legal to scoop, and they never attract pirates.

commodities are the opposite, in many cases - but not all - they are flagged as 'illegal in jurisdiction' meaning you'll get interest from both security and pirates.

the overall value of the cargo in such small amounts is imo not worth the extra hassle, e.g. 4t of palladium found floating in a USS is only worth around 60k. that 60k could cost you a ship worth millions if you're unlucky

This was actually a question I wanted to ask, in space if you scoop commodities, it shows up as stolen in the inventory, but, when you find commodities on planets there is no stolen tag on them, why one and not the other?
 
Materials are always legal. Cargo may or may not be (just like on planet surfaces). YOu have to scan it to see. You have to be cautious with illegal cargo but it can also add a little spice to your game. I wouldn't pick up illegal cargo in a favorite system but one or two over so as not to taint your rep too bad. The volume is generally small but easy money is easy money.

There was an old DDF topic on salvage. I expect at some point FD will have to start fleshing out something other than combat and get to topics like that.

Idea was you could get a permit and then legally salvage from ships you did not attack (or that were not wanted when you attacked).

Supposedly FD made some posts, or comments on a stream about salvage being too easy to exploit, but I think that was in the context of salvaging complete, functioning weapons from Engineered ships and such. So you blow up a friend's ship and then get all their 8A modules and outfit your own ship and they rebuy their ship intact, or something like that. But they could easily say salvage is always broken and can only be sold, not equipped on your own ship.

Others more or less answered your direct question. I just thought I would throw it out there that some ideas on this have been mentioned by FD in the past. But like everything but combat, FD have yet to get back to this mechanic.
 
If you target the canisters, it will tell you in the targeting section of your HUD if they are legal or illegal. Then you can make your choice.
 
Then there is the case when you're 6,000LY outside the bubble in a previously undiscovered/unexplored system, come across wreckage, pick up a canister and find it to be "stolen". There really needs to be a viable salvage mechanism in such cases.
