Sandbox: All Toilets inaccessible?

Another bug in sandbox or something I overlook?
All toilets are inaccessible, even the one I just placed for testing.

Maybe because it's in an employee area? I see their buildings. The toilets are just for guests.

Tested it - yep, it is because the zoo is closed.
But this error-message "toilet xx is inaccessible" confused me a bit. With this pathing-chaos my first thought was that I didn't connected it correctly or something was blocking.
