How can I make it snow and rain but without storms? in sandbox

At the moment it's not possible for weather effects like rain or snow to happen without a weather calamity happening at the same time.

So what is the difference between the options without weather and calm?

It is specifically so you can set how often weather calamities will occur.

Maybe as a suggestion for the devs would be to add a button that triggers storms similar to Sim City.
