Sandbox zoo: animal welfare toggled off and STILL animal welfare notifications despite 100% animal welfare

The title says it all. In Sandbox mode, with animal welfare toggled off, all the animals have 100% welfare no matter what. BUT I still get animal welfare notifications and alerts (resulting in protesters and fines).

I wondered if other people experience the same problem. Here is the issue report I made for the issue tracker.

The problem is that even with welfare turned off the subcategories can still go in the red when the animal's needs aren't met. So while the overall welfare may show 100% it really isn't and also won't be recognized by the game as such, hence not meeting the requirements for the animals still leads to protesters and fines. Which, if you ask me, kinda defeats the whole purpose of having this option in the first place >.>

I really hope they fix this in the future, so that no animal welfare requirements actually means what it says on the tin and not "we make it look like there are none but they're really still there, so you better meet them if you don't want protesters ruining your zoo"...
 
and because of this protesters still enter and clog up the walkways
Yes, it is so annoying. They are bugged, because they are protesting specific animals and won't leave, even if those animals have 100% welfare --including the subcategories. The worst thing is that the protesters just keep coming and I cannot get rid of them, which affects my zoo rating, visitor experience, and inspection reports.

Yes, no matter what the protesters won't leave. I'm pretty sure it's bugged and needs to be fixed in Sandbox. Devs, please fix this. It's so annoying.

This should have been fixed in 1.1.4

But I remember you first have to make sure your park is empty and not contain any guests.
 
i still have the wellfare issue.. keep getting notifications about starving etc with the wellfare turned off (tested this, so didnt place any food/drink items in the habitat).. also i keep getting guest thoughts about "there are a lot of protesters here", while in fact there are no 'visible' protesters in the zoo... :( so the hapines drops

Did you first made sure your park is empty before enabling it?

But you do provide food, don't you? Even with wellfare off animals indeed have needs and get hungry. To be honest, otherwise they would just stand around doing nothing because of the missing livelyness, so I think its intended and not a bug.

EDIT: The protestor thing is on adifferent level, though.
 
All my welfare of my animals are green and there's still protesters in my park and they never leave. I will try to close my park and reopen to see if that helps.

Did you already try putting the animals they're protesting for into the trade center and back in their habitats again? That's what made them leave in my zoos.
