When making a scan and travelling 20LY+ to sell it, does the value of the scan change as you get farther away from the origin scan point?

No. Based on inherent value of bodies scanned, plus bonuses.

You get some reputation with whoever you sell it to.

Yeah, the Rep might be the biggest factor to think about when selling it.
