took a trip to Colonia. scaned as i went most of the systems did not have a discovered by on them, so i presumed i found them fiorst..When i go to Colonia and turned in data only about 20 systems i got cred for finding first the other i got creds for but not finding, with is ok. upon my return trip , i am jumping in some of the same system and still no name as to who found them , .is that norm or a bug?
 
That depends exactly what you mean by "scanned".

Honking with the ADS will reveal the system bodies and earn you a fraction of their scan value but it will not give you a 'First Discovered' tag. You need to actually target the bodies individually and fly close enough to get a surface scan for a tag.

If you only did the former for most of the systems then that is working as intended. If you did the latter then that looks like a bug.

If the system map still says 'Unexplored' then you can't get a tag.
 
They don't, only the individual bodies get a discovered tag (including the primary star which may be what you're looking for).
 
Yup, tags are per body. You've got to scan every one you want to tag, from the primary star to the tiniest moon of that gas giant that's 378,000ls from where you jumped in.

At nearly 40k systems visited I rarely tag everything these days :)

You also get more credits for doing the surface scan even if you don't get the tag.

Honk gives 1/6 of the value, surface scan without a DSS 1/2 and surface scan with a DSS the full value. I believe the 50% first discovery bonus is based on what pay out you get (so only 1/4 of the full value rather than 1/2 if you don't have a DSS). There's a 500cr minimum so small icy bodies (usually only a few hundred credits) don't give you much more for a scan than a honk, but for a terrarformable water world (a few hundred thousand credits) it can quickly add up.

Which is why people get selective in what they scan, not because they are lazy, but because there is not enough time in the universe.
 
To scan the star upon arrival, point your ship directly at the centre of the star (you might want to reduce speed to idle, or you'll crash into it!) and select the star. You'll see a little spinning-hexagonal "scanning" indicator and hear a chirping tone that gradually rises in pitch. Wait until the scan is completed and you will now see the star's description on the system map and in the bottom left hand corner.

Scanning planets and moons is the same principle, but first, you have to fly up close enough to them before the scanner kicks in. How close do you have to get? It depends. This "scanner radius" depends on the physical size of the object: main sequence stars can be scanned from several thousand Ls away. Gas giants are typically scannable at about 900 Ls. Earth-sized planets are scannable at about 100 Ls. And for tiny moons, neutron stars and black holes, you have to get within 5 Ls to start scanning them.

There is no "whole system" tag. Usually the first player to scan anything in a system scans the primary star. If there's anything close to a system tag, it's the primary star.
Name tags or "first discovered by" credit is only applied to the bodies you scan. Most systems have bodies scanned by different players. It's not unusual to see three of four different names in a system on different planets or moons.
