scanned while on pad by feds

This is the first time this has happened to me.
Sitting on the pad in mansfield orbiter delivering my 1st round of rares, in an allied territory, in an allied station.
"Scan detected" that woke me up. Hit the sell button on the last 17 T of rares before the 10 seconds end.
Cleared the hold of all illegal booze just in time.
I had no idea the cops would hang out at a crazy angle to scan allied CMDRs sitting on the pads on the inside. Pad 35, very tight viewing angle to the outside 'verse.
GG cops, maybe next time.
Here's a shot of the angle

They can scan you inside as long as they have you on their line of sight. On outposts though, you can get scanned while inside the bay. These are important info for long range smugglers especially for those doing Robigo run with stacked missions worth 200m+

Was probably me....

Players can still scan you from any angle. Inside, outside and anything in between.

I have also been informed (but not confirmed) a scan from a player will also result in fines.

It wasn't you, unless your name is Federal Security Forces, or whatever the officials are listed as in comms.

Toffs is correct. A player scan inside the jurisdiction of a station will result in a fine. Dumping cargo, or selling off quickly as EUS did is the only defence. FYI, the fine for dumping cargo inside a station is a lot less than being caught with illegal goods in your hold.

The player ability to scan inside a station while outside is another PC / NPC inconsistency that needs to be addressed.

Were you in solo play or open? How do you know who scanned you?

I only do these missions in solo. I'm now up to 438 missions completed and I've never been scanned in a station. That's not to say that it can't happen because I still see new hazards from time to time, each one a new learning experience, and still, i haven't seen anything that one could say was a bug. Maybe I live a charmed life and the RNG gods are on my side.

In open.
My first thought was, ok who's the wiseguy?
Then I looked in comms, and as stated above, the msg from fed sec forces read "all clear commander", or whatever the statement reads after you get scanned.
