Scanner Power

If the FSS and the DSS require ZERO power for operation, why do the other Scanners not just require massive amounts of power but do it simply because they are deployed?

All scanners should use some amount of power all the time and when they are ACTIVE the power requirements could/should be considerable.

Maybe the active power requirement should be 10 times the passive requirement.

In my case that would allow me to fit my ships with both a KWS and a WAKE Scanner as a prelude to maybe doing some bounty hunting.

What I more specifically want to be able to do is get the KWS on the NPC that interdicts me and then use the WAKE SCANNER to follow and hunt him down when he scans me and leaves because I have no cargo.

It appears that the last update may have given the NPC's a survival instinct since those that are clearly over matched seem to be running away when I start shooting at them even if they don't get the cargo scan completed..
