Scanning Rare Goods

My python is now loaded with 100% rares as I make the circuit to all rare-carrying stations. I've picked up Wolf Fesh and a few other rare narcotics that "should" be banned at all the large non-anarchy stations, however the local police don't pick me up for it. Once inside my only option to sell the goods is on the black market, if one's available, and for considerably less than on the open market.

Two questions:

1. Do rare narcotics get some sort of "pass" from the local cops?

2. In the real world, a substance that's banned in one jurisdiction costs much more that the same item sold somewhere it's legal. Alcohol in Toronto is legal and cheap; the same alcohol sold in Nunavut in Canada's Arctic where it is banned is $200-$400 per bottle of hard liquor, and about $180 for a two-four of beer. Why doesn't the ED black market work the same way?

1. Yes

2. it's a game. If trading rares, concentrate on selling at the right drop off point.. roughly 150LY, that is all. No point comparing things to reality when it comes to black markets. That would be a complex game within itself. Hopefully something that can be added in the future
