Scavenger Hunt buggy stuff?

On Scavenger Hunt quest it says 7 scavengers i have to deal. During the fight in sometime a drop ship came in and may be 8 maybe 10 i don't know more scavs dropped. That's ok np. But i realized if you kill that dropped scav(s) they aren't counted. I think they should be counted if they're scav if not then i'm still ok with that to making it more challenging. However, after i killed every single scavs in the area, according to the counter, i have one scav left to finish my quest. How am i supposed to kill if there are no scavs in the area? Then i said ok just jump one system then come back to the the quest system again. Voila! the scavs were back and i thought i need only one of them. Surprise!! When i stepped out from my vehicle according to the counter i have zero kills..."0" KILLS! What the heck is this? 14 kills(including dropped ones) and 30-40 minutes searching the missing one but unfortunately there was none. The settlement became a ghost one. Then i did that system change thing to spawn that MF somewhere in the settlement. Yes he spawned with his buddies and the counter is 0/7. Frack!!
 
yea only the original occupants are counted?...….
luckily I remembered his name so I ran past others and just shot him to death to get the reward;)

but then got crashed out & disconnected anyway with the loss of two power regs
so pants...………………….
yea could ticket it but past caring really as not a game halter but I gotta say if I was a noob and did not know this game well...………..
its completely unacceptable as a finished product.
(I could swear some of the devs have never even played a modern computer game as the basic do's and don'ts of game design seem to be new to them...……)
eg click to get in one direction lift confirm you want to go in that direction click again? confirm you want to get in spaceship ect?

actually they was right I did not want to get in my space ship I wanted to go direct to them and bash there heads together
how can they get so so much right... and then so so so much just plain wrong boggles the brain
