In case anyone else is like me and just never noticed this. You can tell that your SCO has finished its cooldown when this:
goes away.

Note that if something else puts you "in danger" - overheating, jet cones, interdiction (but then you have a bigger problem), corrosive cargo damage, etc. - that will reset the danger timer and keep the ! icon up even when your FSD is SCO-ready again.

I just headcannon it as if it was important it would have hung about longer, and if it was danger I would only be worrying about it.
