Scout Hunting - still useful for Combat Rank (and money)?

Still a way. Not the best way.
It never was very profitable...

Compromised nav bacons are preferred. More elite rank targets available. Bring a fast scanning KWS if you want more credits.
 
It can be profitable if you participate in AX conflict zones in Open play - particularly invasions - and just 'tag' the Interceptors with a single hit to get the credit award when another player kills them. Can also be reasonably entertaining if you are into Thargoid combat and quite easy with the gimballed AX multicannons, which can even allow newbies to knock off hearts on Cyclops with ease, and help with some of the tougher variants without as much time investment/skill required.

Otherwise, follow the above. And don't forget about those juicy Anacondas.
 
There is a very detailed writeup on using scouts to rank up in the link below, but the key point is that the scouts are now worth somewhere between a dangerous and deadly pilot.

"Basically as Deadly rank, you get 1.25 progression points for killing an Elite ship, 1.00 for killing a Deadly ship, 0.75 for Dangerous, 0.50 for Master, and 0.25 for Expert."
"When you’re at Deadly rank they [Thargoid scouts] appear to have a multiplier of 0.833333, which is above a Dangerous kill, but below a Deadly kill."

One advantage with scouts is that using gimballed AX multicannons they are really easy to kill, and as @Kira Goto said invasions are great fun as long as you can find one.

Affirmative. It was before the war with the Thargoids. It was easy enough to raise combat rank by killing only scouts. Now they've changed that.

Not sure about open play but i have had some success on planet side AXCZs. Maybe not that good credit wise but a lot of materials i think. Difficulty is in finding those as invasions are getting shut down kind of fast.
