Search and Rescue contact blocked by Political Change

First time I'm noticing this:

Darnielle's Progress in Maia has their Search and Rescue contact grayed out, citing political change as reason for this. The Ant Hill Mob is currently controlling faction of the surface installation (and they being controller of Obsidian Orbital means this is their #1 starport right now).

Does S&R get shut down by conflict or property change? Anyone else observed this before?

I've noticed them closed down by Anarchy factions taking control, and possibly some others but I can't remember which government types they were.

Its Anarchy governments that shut down S&R from what I've seen.
Any other normal government will open it back up - but you'd have to kick the Mob out from control there.

I like Anarchy governments. They're useful tools until you achieved what you wanted. After that you dispose of them in the usual manner
