Start with two things
1: Take the code for the black box missions, swap the item spawn the Occupied Escape Pods and adjust the reward as you feel is appropriate. The presence of missions is more important than the details of missions, and reskinning black box missions is the lowest-effort way to get something satisfying into gamers' hands -- 1 day of coding and a week or two of testing should be all that is necessary.
2: Conflict zone salvage and rescue. Accept a salvage bond to go into conflict zones and salvage downed ships as well as rescue occupied escape pods belonging to a friendly faction. Bring that salvage and those rescued pilots back home for fun and profit. If anyone shoots a SS&R bonded ship (Salvage, Search and Rescue) they get a wanted bounty for whatever faction they're bonded to. Maybe throw in some SS&R bonded NPCs as well competing for those resources.
