Search and resue agent out to lunch?

Anyone know why a station would have a Search And Rescue Agent in Contacts but it would be disabled?

It's the first time I've seen this behavior. I've probably not been paying attention to it much.

I currently have no bounties, so it's not because I in the station anonymously.

Result of Controlling Faction Change, System State Change or Thargoid Probe damage.

Anarchy factions close them, since they would rather you sell them as slaves.

yeah i ahve seen this, even places it wasnt listed as disabled...

im sure I did something wrong, since, as the posts here from elites make clear, the games got no flaws, anybody with complaints is the problem, and playing it wrong!!!

I've been Triple Elite in the game for over a year or two now and, you'll never hear me say the game is flawless. On the other hand if a person is blaming the game for their lack of knowledge, I and others will point that out too.
