As the title says, I've found once, at several months ago, an orbital outpost heavily damaged, with skull holograms and patrolled by a whole lot of frequently respawning wanted ships of all kinds.
It was the paradise of bounty hunting, unfortunately I cannot locate something like that anymore at the moment.
