I'm like you, I have a hard time reading between the lines. It's really opaque to say the least.
This video might confort you. I know OA might be a little bit on the optimistic side, but I would trust him 99% of the time.

Do we know when this event is?
To be fair we don't even know what will be in 2.4. We know it will involve thargoids, that means new NPCs, new modules, probably new engineers. Probably new mission types, changes to the background sim to include new states (alien invasion or something like that) new ground locations and space locations. But we could very well see changes to multi crew, new ships, new art, most likely new micro transactions. So we don't even know what 2.4 is exactly, let's not loose our minds over the possible 3.0 options.
i don't remember them giving a specific date but gamescom is in August and they usually announce things there. I would expect to see a reveal for their roadmap then.
