The NPF (NPC) you can take on board are only (so far) useful for piloting a ship launched fighter (SLF), or piloting the ship while you fly the fighter yourself. The Phantom can't carry a fighter. For that, you'll need a Krait Mk.II (for example).

It would be a good idea if they could also be used as gunners on the smaller ships or offer bonuses to to our ship in some way as well as show up in the co-pilot's seat. I just started the game so it may be a while before I can afford a large ship that can dock fighters. It also seems like it would be a better implementation for the universe since most ships would have multi-person crews in this era.
