Yes, systems such as SOL require you to do missions to get permits.

...not quite what is trying to be asked here. It's about systems that are way far away from colonized space and require permits

Yeah, the explorers among us have found quite a few systems that require permits to enter... some of those stars are waaaay out in the void.
I had a discussion with other forum members about blocked systems in the witchhead or orion nebulae (don't really remember which one)... funny thing was, the other pilot saw systems as "permit only" that I myself could enter without any problems and vice versa...

Strange thing, some of these might be a relic of sorts, although we noticed those "individually blocked systems" definitely after launch on December 16...

I've seen quite a few individual systems and groups (up to an entire sub-sector) of systems away from populated space that require permits, usually near something interesting like a nebula.
