Newcomer / Intro Security and Economy - any legend for the symbols and sliders on this screen?

Why, for example are some of the colors solid and some dashed? I can guess at some symbols, Ie. Boom. Even in the comprehensive guides I've found there is no legend for this screen.

I consider the dashed areas to be "between" states.

If you think it's unclear now, you'd probably have suffered an aneurysm trying to use the in-game information before the 3.0 release.
