Seems like it's a lot easier just to hire a few extra guards than to get full coverage with cameras. And the cameras don't seem to be that cost effective. I have a mature park with 4 cameras in high traffic areas and they haven't caught a single person yet my guards have apprehended 100's of pickpockets. Those 4 cameras cost as much as a guard but haven't done jack.
Seems like there should be a security office that costs $50 a month and a full time security officer to run that can handle 20-30 cameras.
