Horizons Security Level of Settlement can be changed in BGS??

In a day i just created one minor faction with my friends and we are controlling the system atm , but in this system has one Settlement wich their specification is +++[Low Security] , so can i change this Low Security to Medium or High with some actions in BGS or not? , Remember im not talking about System Security im talking about one specific Settlement in this System.

If anyone can explain it, im really appreciate !!

I have not encountered that the security level of a settlement have changed, I would have expected us massacring Skimmers at a high security settlement would by now have lowered their security rating if our actions would affect this. The faction owning the settlement have been starving for weeks now, this hasn't had an effect on this. Since this is a pirate faction, killing their ships in the hundreds at a time, does not seems to affect this either.


But we could be doing things wrong to have an affect on their security rating.

As far as I understand in-game mechanics related to settlements - no, no way to change it (at least without direct intervention by developers).
