Just been hanging round nav point in FK5 2550 when security forces started attacking each other !!!! Same faction same security service. Does this happen a lot, cant work out why ?

First time I saw this I was baffled too - was trolling an extraction field for bounties. But I believe it happens, when an AI security ship accidently shoots an innocent ship. It gets tagged with a bounty and system security attacks.
