So I'm refueling at a star, minding my own business, thinking it's a bit warm and trying to work out how to open the window a bit, when my comms window lights up with:

[Federal Security Services] See you in hell, Freebooter!

I mean, really.

I was in SC (of course - fuelling) and there wasn't even an interdiction. If he wasn't talking to me, why did it come up on my comms?

Had the same message from a cop at a station - thought it was becaused I'd boosted out of his scan range, maybe he was attempting to scan you in SC and you avoided it somehow?

If you were in the vicinity of a battle between an npc criminal and some npc cops you can see their dialogue. Ive seen it numerous times.
