I am unable to find the Seismic Charge Launcher or the Abrasion Blaster at the proscribed locations (Gooch Terminal, Jett Ring, Campton Port). Anyone know where they ARE sold?

These things are Horizons only. You wont find anything of the new mining equipment if you dont own Horizons.
Just stating the obvious.
They would be under a heading of Mining Tools.
You would only see the Seismic Charge Launcher if you are browsing the shop from a medium hard point or larger.
Reports of stations having items for outfitting in stock are subject to change for a variety of reasons so it is possible they are just not there now.

Pretty sure Ray Gateway had the fixed abrasion blasters and the turreted seismic launchers just a little while ago, like 15 mins.

My only question then is, why is the Pulse Wave Scanner available in non-Horizons when it is used for deep core mining?
Hmmmm ... Where did you get that? I don't remember reading these were version-locked. There is a bug at the moment which some people have reported being unable to buy the mining tools if in base game but I don't think it is by design.

I wonder if you are looking in the right section of outfitting?
Weapon Hardpoints - Abrasion Blaster, Seismic Charge Launcher and Sub-Surface Displacement Missile are all hardpoint-mounted items.
Utility Mounts - Pulse Wave Scanner fits on a Utility Mount.
Seriously, these things are just about everywhere.

Aren't all new features in Beyond... ehm.. a part of Beyond?
As far as I've heard, Beyond content is for Horizons owners.
And to the OP in case I'm wrong (Which is quite often, to be honest) - all the new mining tools can be found in weapons section of the outfitting, but they are all bundled up under "MINING TOOLS"

You don't need all three. Blaster AND (charges OR missiles) is sufficient. New rocks have either sub-surface deposits or a core, I've never found both. Bigger problem with the T-6 is that there are no small charges.
Yep, unfortunately ships with only C1 hardpoints are excluded from deep core mining.
seeing how the last update makes horizons crash an all the mining tools but the laser are locked behind a wall but we can still buy the pulse wave analyzer in the core game it feels like another slap in the face. was thing about coming back to elite on PC but nope maybe its time to go get SC maybe ill at least be able to play that
You are right it is a bug. I forgot to mention at the moment the new mining stuff is horizons only. And a new patch is not on the horizon (I'll see myself out)...
