Only if you care about credits.
Some people care about credits and exploration rank progression the most, and for them, the carrier fee could be significant. If you're look at Cr / h, then yes, that's -25%. Or if you're using your own carrier, the credits are only -12.5%, although the rank progression malus is still the usual.
Others care about first tags the most - and to them, carriers are a big boon. I'd estimate that no matter where you are in the galaxy, there is a carrier within about 3,000 ly of you. So, if you come across something that you want your tag on ASAP, like a GGG, you can sell the data within an hour. Without carriers, they'd most likely be looking at a
long detour to the nearest inhabited system.
The third group would be those who care about new information the most. Carriers are mostly irrelevant to this aspect.
All three are valid though, and having different priorities doesn't make anyone superior to others.
