In an earlier update, FD implemented that selling back ship modules would get less than their full cost. You lost 10%, just like with selling ships. There was such an outcry on the forum that FD reversed the decision.
I think the cost should return, so I'd like to revisit the topic for 2.2.
Most of the people opposed to the 10% monetary loss argued that it made re-outfitting ships too expensive. Many noted that if there were cheap module storage available, they'd be fine with it. Since module storage and transport is coming in 2.2, can we now agree that a 10% resale cost (plus any repairs) makes sense?
Apart from being realistic that items depreciate, there would no longer be an advantage to stripping your ship before selling it. Getting rid of that cheesy game mechanics is a good thing. So I think you should only be able to get a full reimbursement if you haven't left the shipyard.
