But that's boring.
So how does this sound?
If both ships are over the speed limit on impact, within the NFZ, it's considered poor flying on both parties, and only large fines are applied to both ships, even if one explodes.
It's not considered murder if both parties are speeding, thus no station response.
All ships destroyed entirely due to a collision (no gunfire), within the NFZ have a 0% rebuy, if both are above or below the speed limit on impact.
However, if a ship is destroyed while flying below the limit, by a ship that is speeding, the speeding ship incurs a murder bounty, and full rebuy.
Now this does mean you can use your T9/Anaconda/Cutter/Corvette to try and boost and flatten small speeding ships, killing them without much consequences, but we can limit that too.
The fine imposed for the collision only has a 5 minute timer before turning in to a week long murder bounty. So you need to dock and land before that to pay it off, or leave the area.

Scenario 1- Ramming from small ship.
A CMDR (CMDR A) in an Eagle is flying around intentionally crashing in to ships to cause them to be destroyed by the station.
CMDR A spots a speeding ship, CMDR B, and boosts in to them, well above the speed limit and CMDR A explodes. CMDR B survives.
Both CMDRs receive a large fine, but as both were speeding, it's not murder. CMDR B has 5 minutes to pay off the fine. CMDR A has 0% rebuy (but does have a collision fine to pay). CMDR B is not destroyed by the station.
It is still possible for CMDR A to stay below the speed limit, and cause CMDR B to murder them.
Scenario 2 - Ramming from large ship.
CMDR A is now flying an Anaconda. CMDR B is a newbie in a weak small ship. CMDR A boosts at CMDR B, who is below 100m/s, while going through the slot. CMDR B is destroyed. But because CMDR B was below the limit, CMDR A is a murderer, and dispatched by the station.
CMDR A must pay for a rebuy. CMDR B does not.
If CMDR B was speeding as well, CMDR A is not a murderer, and both a fined. CMDR B has 0% rebuy(+fine). CMDR A now only has 5 minutes to dock and pay off the fine, or will become wanted.
