Disregarding birds/avian theropods for the moment. As far as I know there are only two known dinosaurs that have been hypothesized to have a semi-aquatic lifestyle. Spinosaurus and Halszkaraptor.
And introducing avian dinosaurs might not fit the theme of the game very well. Since birds have feathers that would open a whole can of worms in terms of discussion as to why other dinosaurs like the raptors don't have feathers. So I think it's probably best to leave prehistoric birds out of the game altogether.

Otherwise I think this is a pretty good idea.
Having deep water and only having a select number of dinosaurs being able to swim across sounds great. In theory you could even have predator and prey in technically the same enclosure but they wouldn't ever be able to reach each other if you have deep water between them.
As you said, Spinosaurids would make sense to be able to swim as they seem to be adapted for a piscivorous diet. There is also some evidence for Ceratosaurus feeding more on fish than on dinosaurs.
But dinosaurs like the armoured herbivores might not make as good swimmers.

Fish feeders might also be something to add.

It also sounds like it could be a stepping stone for adding fully aquatic animals at a later date.

I would like to see the Mosasaurus, Ichthyosaurs, Carbonemys, Pliosaurus and Plesiosaurs or even Megalodons. For this, maybe add an artificial island map specially designed for marine dinosaurs and a feature that allows for the order of these dinos from it and other Hammond facilities?

Why would you need an artificial island map? When we could just have a location from any of the 5 islands.
Also, marine dinos need separate dino facilities. Try checking this:

My suggestion comes from the fact that these dinosaurs require deep water and creating and off shore facility to meet these needs seemed like a good idea and a chance for a change of scenery.

You don't really need water that is that "deep"... You only need water that is deep enough, like the same depth as the Mosasaur Lagoon, anything deeper than that, is like asking "water that's as deep as the deep blue sea shark film".
