Npcs and people need the correct computer data to be effective.
An AI that was hit with an EMP blast that affected position radar might have its position radar only render what would be in its FOV to simulate human like decision making based on vision alone. People would have to use real visual scanning. Also, an npc might not have all the ships in the FOV, all the time, to simulate the inability of humans to take in 100 blips.
One weapon might not completely make sensors fail, but instead cause sensors to give skewed data. People might have a greater advantage in this area. For example, a field caused blips to multiply temporarily.
Skewed data would cause inappropriate decision making by a computer in a consistent way unless it was able to deduce (or some other method) the correct data.
