currently the power management inside a ship will try to power all modules installed on the spaceship, regardless of the fact that the modules can be currently used or not due to modules being unusable in the current mode (combat vs. analysis) or not being in the current fire group, or if the pilot would want to use them at that particular time.
I'd suggest changing the power management system so that allows for separate subset of modules to be powered, depending on mode, fire group or explicit user preference.
one possible use case for this is to have a ship that has both battle and mining modules on board, and one would want to power either the battle-related or mining-related modules only at any time. one has to select between these two modes of operation already by selecting 'battle mode' or 'analysis mode', but power management doesn't follow. the current power priority system doesn't allow this either. the only way one can achieve such functionality now is to put the battle modules into power priority 1, the mining modules to power priority 2, and then manually disable the battle modules before commencing mining - and turn them back on manually when switching to combat. this manual switch is tedious. (look at this ship loadout to demonstrate this challenge)
the desired functionality could be achieved in the following ways:
from a design perspective, each module already has a boot-up time, thus there is already a disadvantage designed in the game to switch things on and off. thus pilots wouldn't be able to quickly turn modules on / off that are meant to be used in the same mode to circumvent a power shortage.

- have an option to power only modules active in the current fire group. switching fire groups would disable and enable modules correspondingly
- have two priority sets, one for each mode (e.g. a combat power priority set and an analysis power priority set), with switching between modes enabling the corresponding power priority set
- have multiple explicit power priority sets, as opposed to having a single power priority set for now, and add the ability to switch between priority sets
- have multiple power priority sets tied to fire groups. when switching between fire groups, the priority sets would be switched accordingly
