Separate the livery shop, from outfitting your ship with stuff you bought already

I don't know why they are connected in the first place. In my specific case it wouldn't matter as I just bought a Krait Phantom, so need to buy new cosmetics anyway), but what if I had a bunch of cosmetics for it or wanted to to use another ship I have, where I have cosmetics for, I still wouldn't beable to change the cosmetics for it, because the store is down. It's stupid people can't access things they bought, just because the store is daisy chained to the outfitting feature, and there's no separate outfitting option, to use cosmetics you already bought.
