I have been disconnected 3 times in the last 15 minutes, is it a server issue or is it just the result of the unique way Australian Federal government decided to set up the internet over here?

I've got some sort of server disconnects twice tonight, in about 3 hours. I could reconnect right after with no problems though.
I can get straight back but as I am mining the"insta spawn a pirate" each time is a little tiresome
I look at the bright side - it's an insta bounty reward, for the time I've wasted reconnecting and not mining
