Set up to start mining, recomendations please

I have decided to try mining.. My first try has taught me I need a refinery with several hoppers, and to be combat ready.
I found the mining area was crawling with ships which would have blasted me as soon as I had refined my first ton of metal, will these always be wanted, or could I get in trouble with the police fighting them ?
I have no idea if there are peaceful mining areas, or how tough a ship needs to be to resist the pirates.
I think an Adder is to small, but my budget is only about 1.5 M.
What is a good set up to start mining with ?
Any good advice on starting mining would be welcome.
 
You do not have to mine at the resource extraction sites, you can pop out of SC at any point on the ring, I find it's much quieter.

I'd suggest using something like this and upgrading to a cobra though. You have enough and will greatly enjoy it more than an adder.

Find a planet with pristine metal reserves, and fly up to the metal rings and slowly fly in til you autodrop. You should have no NPC's spawn then. If you do enter super cruise and drop back in til none spawn. Only keep metals worth good space bucks like platinum, palladium, gold, etc. If the asteroid's first chunk isn't something worthwhile move on to the next one.

I used my clipper with an A4 refinery with 10 slots. Also having to C3 pulse lasers makes it easy to take down pirates.
I tend to mine in a cluster outside of populated space.
 
I did a lot of mining in a cobra in pristine metal rings. At least a 4 bin refinery, class 2 mining laser, 2 gimballed class 1 beams, and 1 class 2 gimballed mc.

As I recall I also had around 40 tonnes cargo space.

With this set up I was able to mine alot of high value ore and protect it from those who wanted to take it from me. Also, I'd get some nice bounties off those guys...

Mind you, it does take a lot of patience, but I often came back with 200+k worth of ore. This also boosts rep and your trading stats.
 
The Adder also has issues with its cargo scoop - you will find chunks bounce off it even at really low speeds ('in the blue').
