Setting a station as a 'Home Station'

It would be nice to set a station as a 'Home Station' where you can:
1 - store cargo
2 - send ships and/or modules from your current location directly to
3 - if setting your 'Home Station' location to another station then you can have the option of moving everything except the ship you are in to the new location
4 - slightly better prices and pay for missions (or better selection of missions) and lower costs on repairs

To balance this you can:
1 - You have to be allied with the station you are setting as the 'Home Station'
2- charge a fee (in game credits) for cargo storage - credits per ton (or cargo storage blocks of 100 tons) per week or month
3 - being wanted by that faction would block access to the items and ships stored there until the fines are paid
4 - charge a standard fee per month (in in game credits) to set the station as a 'Home Station'. Contract would be renewed each month.
5 - minimum of 1 week time between changing your 'Home Station' and the monthly fee paid to the old station is not refunded for time left.

Your first 2 points have been suggested in multiple threads (in the case of point 1, FD have said flat out that they're not doing it). For point 4, what's to stop you resetting your home base to whatever station you're in and milking it?

As has been discussed countless times, charging a fee is a very bad idea. It means that players who aren't playing for a while build up huge bills, making it less likely that they'll return. Punishing players for taking time out isn't a good idea, especially not when slightly more realistic taxation does not make for better gameplay.

The problem with changes that require so many 'balance' restrictions (like the ones you list) is that they all make sense now, but in 6 months the forums will be full of people coming up against them and not understanding - because they are pretty arbitrary (much like we get with C&P - the set of rules make some sense, but coming up against any one is just frustrating).

But hey - we're supposed to be getting bases in 2020, maybe they'll do what you want.
