setting Key Binds without the Headset on

How do I run Elite Guardians 2.2 from Oculus App to use my Monitor. Trying to set Key Binds and setup Voice Attack with the Headset on is a PITA! Ideas?

oculus library --> right click Elite Dangerous --> start in desktop mode :-D

Can you block non Oculus store games in a similar maner?
