Is that the trick to find some targets? I've gained several ranks in trade and exploration but I'm still Harmless, and want to change that. Took a pirate killing mission, flew to the system and... can't find any. Medium security anarchy. Best I've found groups of NPCs (sometimes shooting at each other) but they scan as clean, and even KWS doesn't change that. Now, they do scan me and say words to the effect shame I have no cargo. So, if I carry some junk would that be enough for them to attack me so I can lawfully fight back?

In anarchy systems everyone scans as clean. the KWS does not change that, just makes any out of system bounties available. after scanning, check the left side panel's contacts tab to see bounty amounts.

In anarchy systems you do not need to wait for the villains to attack as there is no police to stop you or authority to fine you or make you wanted. you might however get some faction hostile to you if you kill too many of their friends. you can see a ship's faction in the same tab as the bounty amounts.
