Settlement attacked my ship after i have enabled the powerplant

So i got a retrieval mission, of threat 5. The scavs was there i have killed all of them using an srv and handguns.
Brought the SRV back to the ship, got back to dead scavs to scan them,,,,, all except one bodies are gone...
ok. took the power regulator in the ship and enabled the powerplant. Thought scavs came again, because there were red markers on the map,,, I go to my ASP asap, to find out that THE SETTLEMENT IS FIRING AT ME. what.... it got through my shields in 3 shots, and blasted my ship with me. I reload in the prison ship, to pay the 200 000 k bounty + rebuy..... why? i was clean i did not attack the settlement . I have ENABLED the selttlement's power..... and didn't even shoot back....

I'm confused.

I believe if you fire with the SRV inside the settlement bounds it triggers hostility. Smallarms fire seems not to matter, but the SRV does. Turn off the turrets (usually PWR or CMD buildings) before you take off and you should be OK.
 
It's the rubbish 'crime and punishment' system Fdev has implemented.
This is the up-shot, if you use your ship or SRV weapons in the 'No fire Zone' regardless if the base is powered down or that you are there by request, you will be considered hostile to the base defences, and as soon as you power up the base and enter either your SRV or ship the turrets will open fire. the only ways to prevent this is to disable the turrets through the consoles which is easy if you have been granted level 3 access, leave on foot to your ship either outside the NFZ, or behind suitable cover to expedite an escape. finally you can destroy the turrets before you power up. I think its designed to encourage you to just use your side arms, i.e. fight on foot, as if you do, you will not have breeched the NFZ policy will therefore not be considered hostile and may leave freely.

AFAIK, You start killing stuff at a station, you will become wanted.

You have to be quick or dead.

I was requested to retrieve stuff from a disabled station and if needed to kill the scavs. got the permission from the station owners... should not be the case

I see ... but the disabled settlement is disabled, it should not register anything unless the power plant is on, right? What have happened is at least contra intuitive.

yep. it was one of the famous what experiences. So the pilot frees the base from the scavs, uses own component to restore the power and he is an enemy as a result..... Alongside with disappearing bodies. I mean, power down should mean power down right? And there is no "no fire zone" of fines is mentioned by the game untill it beginns to kill you..

I agree, but this is the way of Elite Dangerous, not a new effect.

One of the reasons I stick to flying my ship and don't do these missions.

True. But so is death for loitering. The galaxy has it's own rules :)

But the settlement defense system doesn't know, it's a computer. When you fired it up it automatically targets the nearest threat, unless you take care of it first. The station owners are thousand of LS away.

This is the same game that fines you for speeding while rescuing people from a burning station, where your own FC will open fire on you, and where you can be sent 100ly to a far-off prison over a few hundred credits fine.

ED C&P is terrible. You simply learn how to not trigger it and try to forget about it. Or just ignore it and let your game run overnight to burn off notoriety like I do. Stunning design.

Yup. This is why you can happily kill NPCs silently/ discreetly with alarms and turrets active, and get no hostile response from skimmers or turrets. Their logic is simpler

Yup, the C&P system as pretty awful in ED. I'm sure it wouldn't take much to get it better either.
