A P15 with headshot has utility as a stealth weapon, it's easier than timing a tormentor and hoping your target doesn't twitch at the last second.

I put both silencing mods on my Tormentor with fast handling and auto reloading. Walk up point blank, quick draw, blam, holster, nonchalantly walk away.

Yeah, using a pistol at long enough range to worry about the target twitching the wrong way is suboptimal. I don't know what a G5 upgraded P15 is like but my experience of NPCs using P15s against me with my shields up is underwhelming. It's like being gently poked, mildly irritating but not that threatening.
