Horizons Settlement delivery mission. What did I do wrong?

I took on a mission to deliver a package to a settlement in a neighbouring system. I made sure I purchased the system data for the destination system and off I went.

On arriving, I couldn't find the settlement. In fact, the only things showing in the system were three stars, two asteroid belts, one gas giant and an orbiting station. The settlement named in the mission was no-where to be seen.

Have I hit a bug, or did I miss something?
 
Basic and Intermediate discover scanners also work but they have limited ranges (500 & 1000LS range respectively). Once the hidden planets are discovered by the scanner and even if they are listed as unknown the settlements will show up on the Nav panel and Planet Map. Again the exploration data might not just be updated yet with all these new landable planets or its a bug.

There's a whole string of bug reports about this kind of mission, simply because they lack any meaningful explanation of what to expect. They need an entry that says, "We have this package/cargo/data to deliver, but we are so incompetent that we have lost the planet and we need to you to find the address first."

In fact, these kind of missions are hazardous if you are trying to rank upwards (as I am), because a mission failure counts against you. And they don't give you much time to find wherever you have to go. Even when I thought I had scanned everything, no port name showed up that matched the mission address.

I think there's a combination of bug and poor mission description. I'm going to leave them alone until fixed - like most of the missions, unfortunately.
 
If you don't have an Advanced Discovery Scanner then you can never be 100% sure you have scanned everything ;)

Interesting. I bought an advanced discovery scanner and it found a load more astronomical bodies. All are marked as unexplored, so I need to go check them out.

I wonder if this is working as designed? Surely buying the system data should show this up?
