Allow another roleplay for settlement infiltration based on social engineering.
Something along the lines of...
Scan targets for bounties. If the target has a bounty, you can go to a terminal, view the staff list, select the target, and have 2 options:
1. Assign (some additional) bounty to the scanned target, turning other NPC's at the settlement against the target. Essentially a way of thinning out NPC numbers at a settlement without getting your hands dirty. The bounty you assign at the terminal could just be a toggle option, or in the context of a "contract" tied to a credit amount you'd have to pay out, based on any applicable scales (NPC class, jurisdiction of the bounty, faction relationship, system security, settlement type, etc.)
2. Blackmail the target, forcing them to immediately side with you while you're in the instance. This can mean they fight along side, or simply acquiesce to scans and security profile clones.
Both these options would be unavailable for mission targets.
